Why aren’t the rules in College Football and the NFL the same

The rules College Football should be a reflection of rules that NFL players are required to follow.

For example, a catch should be defined a player receiving the ball, gaining full control of it and taking at least three steps to complete the process.

College football levels include targeting, which is penalty that is an ejectable offense. The rule has a good premise; however, the officials have to make a judgment call. There should be a system that uses artificial intelligence to identify whether the defense has committed such penalty. The NFL should also adopt it.
